Barnesville Native Recognized by ODRC

The March 15 “Staff Spotlight” for the Ohio Department of Rehabilitation and Correction featured Stephanie Starr, Barnesville native and current Columbus resident.
She is one of four members of the Adult Parole Authority who along with Dionne Addison, Kyle Billingsley and Joseph Suciu were instrumental in creating an on-demand app for community corrections professionals. These individuals have gone above and beyond to be trainers, not just for DRC but for Ohio.
Stephanie is a Deputy Superintendent for the Adult Parole Authority in the quality assurance section. She has approximately 30 years of correctional experience, including positions in case management in halfway houses, reentry coordination, parole officer, parole board positions, and quality analyst.
Dionne Addison started her career in corrections in 1994 at Alvis House as a case and program manager. She has held several positions within DRC and is currently a deputy superintendent for the Adult Parole Authority in the quality assurance section.
Kyle Billingsley is a parole program specialist with the Ohio Department of Rehabilitation and Correction. He became a parole officer in 1997 after earning a Bachelor of Science in criminal justice from Youngstown State University in 1995.
Joseph Suciu coordinates numerous special projects as a parole program specialist for the Ohio Department of Rehabilitation and Correction. He was recognized as the 2020 DPCS Employee of the Year and Cleveland region’s Parole Officer of the Year for 2010.
