Barnesville Village Spring Newsletter

The Spring 2026 edition of the Village of Barnesville Newsletter is now posted online. In addition to many timely reminders that the village offers everything from a keyholder registry, to fingerprinting to a prescription drug drop off box at the police station, there are dates for village council meetings, the opening date of the pool at Barnesville Memorial Park, save-the-date information for the popular summer Fun In the Ville events, a fishing tournament, a chicken barbeque and safety day.

Barnesville Cemetery Clean Up  

Residents are asked to remove grave decorations from all village operated cemeteries. These include Crestview, Northern and Southern cemeteries. The Village of Barnesville requests that all decorations are removed by March 15th as part of the annual spring cleanup. Decorations not removed by this date will be disposed of by cemetery staff.

Properties Listed for Belmont County Tax Foreclosure Auctions

All sales are conducted at the Belmont County Sheriff’s Department located at 68137 Hammond Road, St. Clairsville, Ohio (unless otherwise noted.) Sale prices for each property begin with delinquent tax amounts including all associated fees for the Clerk of Courts, title exams, and the Sheriff’s Department. A payment of 10% of the winning bid price will be due at the date of the sale and must be paid in full within 30 days of the sale date.

The first sale offering will take place on March 11, the second on March 25. Others are currently listed as undetermined or listed as “TBA”.

ADVERTISEMENT FOR BIDS

PUBLIC NOTICE TO BIDDERS

Sealed bids for the PARKING LOT IMPROVEMENTS – PHASE 1 at Barnesville High School will be received by the Treasurer of the Barnesville Exempted Village School District, 210 West Church Street, Barnesville, OH 43713, no later than 1:30PM/EST on TUESDAY, MARCH 3, 2026.  The bids will be publicly opened and read aloud immediately thereafter in the Office of the Treasurer.  The District will accept bids from only qualified contractors with a minimum 5-years’ experience.  All bidders must provide a valid State of Ohio Business Certificate at the time of bidding.  The successful bidder will be required to furnish both performance and labor-material payment bonds in the full amount of the contract price, as well as certificates of comprehensive general liability, automobile liability and worker’s compensation insurance. 

Specs and Plans may be obtained at the following Plan Rooms: Cleveland Builders Exchange, Pittsburgh Builders Exchange, Ohio Valley Construction Employers Council and Contractors Association of West Virginia.  Contract documents will be available on February 3, 2026, electronically via Dropbox. A certified check or bank draft in the amount of five percent (5%) of the total amount of the bid, payable to the Barnesville Exempted Village School District, shall be submitted with each bid; or a satisfactory bid bond furnished by a solvent surety company authorized to do business in the State of Ohio in an amount equal to five percent (5%) of the bid.  The certified check, bank draft or bid bond shall be forfeited to the Barnesville Exempted Village School District as a measure of liquidated damages should the bidder fail or refuse to execute the contract within ten (10) days following written notification of acceptance.  The bid bond or check of the unsuccessful bidders will be returned when an award is made; that of the successful bidder will be returned when the contract, bonds and insurance requirements are received and approved.  After scheduled closing time for receipt of bids, no bid may be withdrawn for a period of sixty (60) days.

Construction shall start on May 25, 2026 with substantial completion by August 7, 2026.

The Barnesville Exempted Village School District reserves the right to reject any or all bids and to waive any informality in the bidding.  All bids submitted should be marked on the outside of the envelope as “BID FOR PARKING LOT IMPROVEMENTS – PHASE 1”.

A Pre-Bid Meeting is scheduled for THURSDAY, FEBRUARY 12, 2026 @ 10:00AM/EST at Barnesville High School, 910 Shamrock Drive, Barnesville, OH.  The purpose of the meeting is to familiarize bidders with the requirements and to answer questions regarding the bidding documents.

Updated Warren Township Clean-up Set

The J B Green Team and Warren Township will hold the annual Tire/Community Clean Up Day on Saturday, May 2 from 9:00 a.m. to 1:00 p.m. at the Barnesville B & O Depot, 318 Mulberry Street, Barnesville. 

For a list of acceptable refuse please check the J B Green website or contact one of the township trustees or employees.

UPDATE 2/27/2026: Electronics, including televisions, will be accepted at this collection. Tires will also be accepted for standard car and light truck only (“56” x 16” wide)
