Many Attend Easement Signing Meetings for Waterline Project
Residents signed easements at two meetings organized by the Great Lakes Community Action Partnership for the Hendrysburg, Mt. Olivett Road and Fairview area water project that will be served by the Village of Barnesville.
A total of 100 easements were signed at the meetings, which means 100 more homes or businesses will have access to public water when the project is complete. Senior rural development specialist Gabie Hengle notes this total will hopefully continue to grow as more residents contact attorney Richard Myser to sign easements by April 30, the pre-construction cut off date.
The meetings took place March 17 at the Pennyroyal Opera House in Fairview and March 24 at the Kirkwood Masonic Lodge in Hendrysburg.
This project will extend public water service to homes and businesses that currently rely on private wells for water in Hendrysburg and the northern end of Mt. Olivett Road in Belmont County and the Village of Fairview in Guernsey County
The project will also create a water loop along Mt. Olivett-Road to eliminate dead-end lines and improve water quality, construct a new booster station and relocate the existing water drop station at the 1-70 and SR 800 Interchange.
Construction is anticipated to begin in mid-2026 and last approximately 8 months.
If residents sign an easement and agree to connect during the pre-construction period, the following costs will be covered for the property owner: meter pit, water meter and service line from the street to the building foundation.
The agency added if property owners decline to provide an easement, they may still connect at a later date, but they’ll be responsible for the current tap fee of $3,300 (subject to change), for the meter pit and water meter. In addition, for those who do not sign up during the pre-construction period, the cost of installing the service line from the street and the dwelling or business will be a property owner expense.
