Flags Ordered to Half-Staff: Republican Leader Honored

Governor Mike DeWine ordered the flags to be flown at half-staff in honor of the life and service of former State Senator James Carnes on May 4, the day of his funeral.

Senator James E. Carnes, 84, of St. Clairsville, Ohio, passed away peacefully at his home on April 25, 2026. For more than 55 years, Carnes promoted and built the Republican Party in Belmont County and eastern Ohio. Carnes was appointed to the Ohio Senate in 1995 and represented eastern Ohio for nine years.

Visitation will be on Sunday, May 3, from 2-8 pm at Toothman Funeral Home, located at 141 S. Marietta Street, St. Clairsville. The funeral service will be held at the First Christian Church of Barnesville, 219 W. Church Street, Barnesville, on Monday, May 4, at 2 pm. His nephew, Pastor Ed Eberhart, will officiate.
