Single Bid Submitted for Hendrysburg-Fairview Water Project

BARNESVILLE – Two weeks ago, five firms attended the mandatory pre-bid meeting for the North Water Project at the Barnesville Municipal Building. Tuesday just one of those firms returned to submit a bid.

The project for the two-county water extension project will hopefully result in water service for the area north of Mt. Olivett to Route 800 and on the northside of I-70, the community of Hendrysburg and village of Fairview.

Chris Hunt of Hunt Engineering estimated the cost of the Belmont County portion of the project to be $4,868,040 and the Fairview village portion in Guernsey County, $546,260 for a total of $5,414,300.

An alternate bid allowed for the construction of a water filling station at Fairview, was estimated at $203,500.00.

The one bid submitted came from TAM Construction, Inc. of Athens. The company bid $5,569,740 for the Belmont County portion, $656,460 for Fairview and the bid estimate of $203,500 for the water station.

The proposal came in $811,000 over budget estimates, 14.6% over the estimated costs. Removing the water station reduces that shortage but not enough.

According to Hunt, any project that comes in less than 20% may be considered. That said, someone must find additional funding or reduce the project to move it forward.

Attending the bid opening were Pam Ewing, senior rural development specialist, and Andrew Shenal, rural development specialist, of the Great Lakes Community Action Partnership. They will now take over the process to see how these differences can be overcome.

Hunt said he is very familiar with TAM Construction and that the company has successfully completed a number of similar projects in Southeastern Ohio.

According to the Athens Area Chamber of Commerce, “TAM Construction, Inc. is a WBE certified, Ohio Department of Transportation pre-qualified, underground utility construction company specializing in water line, storm sewer, and sanitary sewer installation for municipalities in southeastern Ohio via open cut and directional boring methods. TAM is third generation family owned and operated since 1985, bringing over 30 years of pipe installation, earth moving & site work, trucking, concrete, and single-story building construction experience to your project.”
