NOTICE TO BIDDERS

The Village of Barnesville located in Warren Township, Belmont County, Ohio will receive sealed bids for the construction of the North Water Extension Project including a potable water line extension to serve the unincorporated area of Hendrysburg and the Village of Fairview, Ohio as well as existing structures along Mt. Olivett Road north of Penny Lane.

Bids will be received by hand at the Village of Barnesville Office, 132 North Arch Street, Barnesville, Ohio from 11:00 AM until 12:00 Noon (local time),Tuesday, October 27, 2026, at which time bids will be opened publicly and read aloud. No bids will be accepted by mail and all bids must be hand delivered to the Engineer’s Representative at bid opening prior to 12:00 Noon deadline. Bids received by hand delivery after 12:00 Noon (local time), the date of the Bid Opening will not be considered and will be returned unopened to the bidder.

Bid proposals are for the lump sum basis project but must include the detailed unit price as outlined in the bid documents. The North Water Extension Project includes directional boring installation of HDPE drinking main water supply conduits of varying sizes at a total length of approximately 43,391 horizontal linear feet and 186 taps with 14 fire hydrants and 2 flush hydrants. The base bid project also includes a complete water pressure booster station with site improvements and a commercial two-lane water filling station. Bid alternate #1 project includes a commercial single lane water filling station. Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, sealed in a manila envelope labeled as “NORTH WATER EXTENSION PROJECT – BID”, and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier’s check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful Bidder will be required to furnish a satisfactory Performance Bond and in the amount of 100% of the Bid including a Warranty Period of 1 year after Substantial Completion.

All contractors and sub-contractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.

Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon prevailing wage rates, encouragement of Disadvantaged Business Enterprises (DBE) utilization, various insurance requirements, and various equal employment opportunity provisions.

The Bidding Documents, which include Drawings, Specifications and blank bid forms, may be examined by appointment at the office of Hunt Engineering LLC, 195 West Main Street, Tarlton, Ohio, 43156, Phone:740-474-1200,  email:Engineer@HuntEngineeringLLC.com. Eligible Bidders must be added to the ‘Bidders of Record’ list and purchase copies of the documents by contacting ARC Document Solutions, 1159 Dublin Road, Suite 300 Columbus, OH 43215, Phone: 614-224-5149, Fax: 614-224-2583, email: columbus.contact@e-arc.com for a Bidder’s bid to be accepted at opening. Documents can be seen electronically at the ARC Plan Room at http://www.e-arc.com. These documents will be shipped at the Bidder’s expense for an additional shipping fee upon request.

A mandatory pre-bid conference will be held on Tuesday, October 20, 2026 at 10:30 AM local time starting at the Village of Barnesville Office, 132 North Arch Street, Barnesville, Ohio. The pre-bid conference is mandatory and each Bidder must attend to observe the site prior to bidding for the Bidder’s bid to be accepted at opening.

The construction of this project will be funded in part with funds made available from the Appalachian Regional Commission. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the Davis-Bacon Act as amended.

This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs).

Engineer’s estimate for the North Water Extension Project – Belmont County Area Segment Contract #01 is $4,766,040.00 (four million, seven hundred sixty-six thousand and forty dollars), Village of Fairview Area Segment Contract #02 is $546,260.00 (five hundred forty-six thousand two hundred and sixty dollars), Village of Fairview Area Segment Contract #02 Bid Alternate #1 is $203,500.00 (two hundred three thousand and five hundred dollars.

BIDS WILL ONLY BE ACCEPTED FROM BIDDERS LISTED ON THE ENGINEER’S OFFICIAL LIST OF ‘BIDDERS OF RECORD’ HELD BY ARC DOCUMENT SOLUTIONS AND LISTED ON THE SIGN-IN SHEET OF THE MANDATORY PRE-BID CONFERENCE AND ATTENDS THE ENTIRE CONFERENCE. ADDENDA WILL ONLY BE ISSUED TO ENTITIES LISTED ON THE ENGINEER’S OFFICIAL LIST OF ‘BIDDERS OF RECORD’ (AKA PLAN HOLDERS) HELD BY ARC DOCUMENT SOLUTIONS.

The Village of Barnesville reserves the right to reject each and every bid and to waive informalities, irregularities and errors in the bidding to the extent permitted by law.

No bidder may withdraw their bid within 120 days after the actual date of the opening thereof.

Leaf Pickup Notice

The Barnesville Public Works will pick up leaves left curbside by residents of the Village of Barnesville as long as they are contained in paper, biodegradable, compostable bags. No plastic trash bags will be accepted. Bags must contain leaves only and will be picked up as time allows. No specific schedule will be followed. Collection will begin Monday, October 19, 2026, and end December 11, 2026.

Please Note: There is no longer a drop off point at the Barnesville Depot yard. It will be a dumping violation if residents are discovered dropping off compostable bags at that location.
