Belco Works Hosts Ribbon Cutting to Celebrate New Document Destruction Facility

ST. CLAIRSVILLE — Belco Works, a nonprofit dedicated to empowering individuals with developmental disabilities, hosted a ribbon-cutting ceremony today to unveil its newly upgraded Document Destruction Facility on July 16. This milestone marks a significant investment in inclusive employment, expanded service capacity, and environmentally responsible operations.
“This new facility is more than just a building—it’s a hub of opportunity,” said Anne Haning, CEO of Belco Works. “We’re creating paid job training, promoting independence, and supporting our community’s commitment to sustainability all in one place.”

● Belco Works recycles more than 400,000 pounds of paper annually, keeping it out of landfills
● The facility supports Belco’s pursuit of National Association for Information Destruction (NAID) certification through i-SIGMA, a key industry standard for data security
With services including locked console pickups, drop-off shredding, and bulk purges, the program offers secure, HIPAA-compliant destruction for local businesses while equipping individuals with developmental disabilities with hands-on skills and real wages.
“Every day, I get to watch our team take pride in their work—and it shows in the quality of service we provide,” said Tim Cox, Document Destruction Supervisor. “The individuals who power this program bring reliability, detail, and heart to every job.”
The event brought together local leaders, partners, families, and Belco’s clients to celebrate the impact and future growth of the initiative. Around 50 people attended, enjoying light refreshments and networking. Attendees toured the newly expanded facility, heard remarks from Belco Works CEO Kim Cain; State Representative Ty Moore; Wayne McNulty from the Ohio Department of Administrative Services; Tom Hess from the Ohio Department of Developmental Disabilities; Scott Marks of the Ohio Provider Resource Association (OPRA); Belco Works Board President Ed Mowrer; and Rich DeLuca, who played a pivotal role in the project. The program closed with remarks from Anne Haning. Guests witnessed firsthand how document destruction is fueling economic inclusion across Belmont County and were invited to participate in guided tours and enjoy refreshments following the ceremony.
